EDITOR'S COMMENT

The CBI has said that without planning reform the £150bn of private sector investment in low-carbon infrastructure would fail to materialise. Again the problem is one of uncertainty and the Government must act quickly to set out clear signals for investment both in power stations, renewable projects and grid infrastructure. There is a lot on the Government's plate at the moment but keeping the lights on must surely be a priority.
